Where does the federal budget go unspent?

I built a budget against actual report on the Public Accounts of Canada open data, laid out like a planning grid.

Voted authoritiesC$225.1B
ActualC$204.6B
LapseC$20.5B9.1% of authorities
Peak lapse24.5%2011-12 to 2024-25

What I built

  • Pulled authorities and spending by vote for 14 fiscal years, 2011-12 to 2024-25.
  • Built a variance grid by department with conditional colour on lapse %.
  • Added a time across the columns trend grid, the top 10 lapses by vote and a computed commentary.

What the numbers show

In 2024-25 departments left C$20.5B of voted authorities unspent, 9.1%. The rate peaked at 24.5% in 2022-23. Part of a lapse can carry forward, so it is not all lost budget.
